In order for that to work, gerrymandering has to be dealt with. I am a Nebraskan, and I was quite pleased when one of our split electoral votes went to Obama in 2008. The Republicans quickly redistricted so that it wouldn’t happen again. And just recently, they’ve done it again. Republican state legislators are also trying to get rid of the split electoral vote altogether.

Yeah, about that: 'Gerrymandering' (once a bad word) is now sanctioned by the supreme court (HA). The USA needs to set up a square grid over the map (like plats) to establish the federal 'districts'. Leave politics out of it.
